Tourism Administration to Purchase 20.5 million GEL Services without Tender

The National Tourism Administration plans to buy 20.5 million GEL of services without tender. The agency has already submitted an application to the government of Georgia and State Procurement Agency. The National Tourism Administration plans to buy such services as the placement of commercials on various international channels; participation in exhibitions and sales and rental of corresponding spaces.

Commercials will be placed on such channels as BBC, CNN, EuroNews, 1+1 and so on.

The tenders are not announced, but the best proposals will be selected through competition, said Giorgi Chogovadze, head of the National Tourism Administration.

“Frequently, foreign companies cannot fill out Georgian tender documents. For example, exhibitions where we will hire space will not participate in this tender. Consequently, sometimes it is necessary to follow simplified procurement format, through even competitions and expressions of intentions,” Chogovadze said.

The explanatory card also reveals current problems with tender purchases:

“Taking into account Georgia’s state procurement requirements, it is difficult for foreign companies to participate in the tender. As a result, they are not interested in tender. Sometimes, supply companies request advancement payment of service prices, however, submission of bank guarantees is related to long-term procedures,” the statement reads.
